That is simply completly untrue. Kosovo was not a constituent member of Yugoslavia, and there has never been a Kosovo state in history. It was an autonomus region within Serbia which was a constituent republic of Yugoslavia.

The same way Abkhazia and South Ossetia were autonomus regions within Georgia which was a soviet republic of the URSS.

The situation of Kosovo and Abkhazia/South Ossetia is almost completly identical, except now Russia has the role NATO had in 1999.
