The claim that they don't carry small arms is somewhat odd, when there is footage of white shirts (Basij) firing handguns or brandishing them. Some of the earliest footage that came out of Iran showed Basij on motorcycles holding hand guns. I remembered it, because I thought holding a handgun while riding a motorcycle was kind of a strange thing to do (kind of dangerous). Maybe they aren't authorized to carry them, but they seem to do it anyway.
