LOL, you can do that with a program called Pokésav and a ROM of any generation 4+ game

you can still get that one all you need is yellow forest on your pokewalker and you have to hit roughly 15k in steps and it will be random you can find 1 of 2 that will know either surf or fly.

id prefer getting the pikachu Fly legit than using an AR, the most ive done with the AR on soul silver was 2x or 10x EXP i already did the "teach pokemon anymove, but i want one that isnt cheated
