You get it after completing the Goblin Cemetary mission. You can get it before the split, or on the human path. There is a way to get it on the non-human path, but I'm too lazy to explain how at the moment.

Once I get him in this suit I rarely take him out of it. XD There's not a lot of things more awesome than Jack wielding a huge-ass sword while he's in a business suit.
