It works by gravity. When you have an L-rod this long it only takes a very tiny tipping left or right with the hand before the rod move. The longer the horisontal part of the rod the easier it is to get a positive movement.
Whether the Ideomotor effect is affecting the rods by design (fraud) or by intuition (genuine) is up to you to determine. Try it your self and learn what to look out for.

So I made some rods and tried for myself. Within a few minutes I found every underground line in my and my neighbors yard. Including the water main running parallel to the street. This does work and I would be more than happy to accept any challenge to prove it at your expense, mine if it does not.

And checking a geological map for the probable level of the water table before visiting you wouldn't have done the same?
