It may vary from department to department, but for the most part, it's to help alert others around you. The ear gets used to hearing a single sound, and can filter it out. I use "Wail" (long siren) when traveling over a long distance, "Yelp" (short siren) when traveling in traffic, and "T3" (laser-sounding siren) when approaching intersections. When intersecting, I use the air horn a great deal, too.
