I mean if the caster offset is the same amount in the same direction. You can prove this to yourself. Imagine a shopping cart caster with zero angle and 3 inches of offset. The wheel doesn't run in front of the caster axis, it runs behind it. If you bend the bolt so there is negative caster angle the wheel continues to run rearward. If you bend the bold so there is positive caster the wheel continues to run rearward. Positive caster does add outboard camber in a turn due to the kingpin angle.

It is the length of the offset between the contact point of the tire and ground and the steering axis in 3 dimensions. It is a combination of kingpin offset and caster offset that determines restoring force. You can have a positive restoring force with negative caster if your offset is the same. The kingpin angle adds camber diff. in a turn.
