@aopdjasldksa Nope, just check The Netherlands. The shoulders are constantly monitored by cams, so if a car comes to a halt (broken down car), the lane will be closed immediately. We also have small spots of 'extra shoulder' where cars can stop when the shoulder is opened for traffic. If you manage everything alright, there wont be more accidents :)
@keokiracerhalsteren Ah but the people in the netherlands probably drive better and aren't complete assholes unlike here in the US. People rubber neck, disregard traffic signs, etc. Doesn't help that people from china come here and they don't learn to drive properly. They kind of feed the chinese people can't drive stereotype which sucks because I'm chinese -_-
@aopdjasldksa, I agree that most drivers here in the US are morons... If slow drivers stayed to the right lanes, trucks to the far right lanes, and didn't obstruct traffic (by going the same speed as the person in the lane next to them)...there would be fewer accidents and less clogging of the roads. But people think that it's their right to occupy the far left lane doing the speed limit blocking the flow of traffic.... this is one of the biggest problems here.

The no use of hard shoulder lane will just result in more accidents. It's the same with red light cameras.
