Hey, yeah, I was in Duluth that day. Came down from Rice Lake Twp, up on the hill to visit a friend, and 1PM rolled around, I heard that, and I was like WTF? Then I realized Duluth had their new system up and running! They used to only have a couple of model 2's if I remember right.
Another good way to tell is by where the conduit runs into the rotator. If it runs in a rounded notch in the middle of the narrower side of the rotator housing, it's a Vortex. If it runs in a more square notch on the wider side of the rotator housing, it's a 4000 series. That's the other way I use to identify it by looking at the siren head.

This one had a wind-up. Most electronic sirens have a brief wind-up to grab the attention of others nearby-- and it certainly got your attention ;)
But I do agree-- I wouldn't want to be near that thing when it goes off lol

Never knew Duluth MN had istalled a system of Whelen Sirens
i heard these sirens replaced the older Federal Signal Sirens did Duluth MN had a mix of Thunderbolts 2T22s and model 5s
before they overhualed the system
