What about the right of other students not to be kicked and intimidated by this spoilt brat? He does not behave because he was never taught to. Parents use all sorts of excuses to justify bad behaviour. This child does not have autism, his only problem is his mother.
Socialise him now or somebody will be forced to teach him manners in later life.

@emire25 Boy, are you ignorant! I grew up with undiagnosed Asperger's Syndrome, and I had to learn everything about social skills through trial and error. I had a hard time making friends, and for me every social encounter was a first time. When I got overwhelmed, I cried and had all sorts of emotional outbursts. Do you think that was fun for me? My brother was also nurtured in the same environment, and he didn't have the same problems. Doesn't that tell you something? Think, McFly, think!
