There are masculine gay men and feminine straight men - All men have some feminine qualities, though, since gender is a spectrum and hardly anyone matches up to the ideal. Haggard isn't really all that more flamboyant than most straight guys I know. It's not his mannerisms that give it away, it's more his suspiciously vocal, unreasonable homophobia (in accordance with the principle of "doth protest too much").

@wicaco You are right in terms of saying that not all gay men are flamboyant and there are flamboyant straight men. However to say that gay men are not considerably often more what our society considers flamboyant then most straight men you are simply being overly politicaly correct.

If you listened to the media, you'd also think that most Christians are like the ones in Jesus Camp and most Muslims are terrorists. The reason you don't see more "straight-acting" gay guys is because you assume they're straight. Do you ask every guy you meet what his sexual orientation is? I doubt it. People assume I'm straight all the time.
