Everything is recorded from live performances of Selena so JLO is lipsinging everything. Even the speaking part in this song is Selena's voice. That was the whole point of the Selena movie. To make it authentic you can't use other people's voices.

At the beginning she says "Everytime that I see him go by.. mmmmm my heart begings to go crazy, and it starts to palpitate" and Bidi bidi bom bom is supposed to be the sound of her heart pulpitating "bid bid bidi bom bom" haha get it? This is the only song Sleena wrote by herself and she actually made up the word bid bom bom. Hope that helps, if not then listen to No Doubt's song "Hella Good" , same theme: bubbly tune about tonic love!
