You are incorrect. Obama has NOT released his long-form birth certificate. He has only released a document confirming that Hawaii has a long-form certificate on file. Hawaiian law allows a parent to obtain a birth certificate for a child born in another state OR EVEN ANOTHER COUNTRY, as long as the parent has been a Hawaiian resident. The details of birth are in the long-form, which is the one Obama is keeping secret (at great expense).
