Popular mechanics stated that the calls were able to go through, but were dropped because the system didn't work very well at the time.

9/11 truthers response was to state that cellphone towers were put in airplanes because of the reception problems. (By stating this, they are saying it was impossible to receive calls on an airplane on sept 11th, 2001.)
