They are doing a surge Drill...No they cant stop you from fliming.. because this is done for an event : ex: if the President was to get shot at. They would do this. And instead of it being unorganized They practice this. In this case. It is a dril. but this video was taking by Bryant Park. Where most of the drills are held. But thats why they do them for emergances
