No a third harmony isnt two steps up. Its two scale notes up. Not every scale is the same so there is no set amount of frets you move up for a harmony.

the harmony is a third higher to everyone asking. by that, it means its three notes above in the scale (including the riffs note) so i guess you could say its actually two higher. but its just abit of theory and ear :]

@Elementare8888 to answer his question, typical harmonies are in thirds, meaning they are two steps on the scale away from each other (3 or 4 half steps away) But Syn likes to create more intricate harmonies so he uses 4ths (5 half steps) and 6ths (8 or 9 half steps).

@Elementare8888 the harmony is a note played at the same time as another on two seperate guitars, depending on the musician it can be any variety of combonitions, a7x usually uses the minor scale harmonizing the higher third, the higher third dropped down an octave making it a lower sixth or they drop to a lower third or 4th etc.

@00AvengeTheFallen00 there are a lot ways to harmonize a melody. the melody is played first. for example the first guitar plays 3-5-7 on the d string. then you can choose between the high harmony which would be 2-3-5 on the g string or the deeper harmony which would be 5-7-8 on the a string. when you put them together you get a harmonized solo or a harmonized lick. i hope i could help ya ;)
