This IS Gouken's ultra. It just looks like a normal shoryuken because when Gouken used it, Gen was initially out of reach. It's just because Gen jumped towards Gouken's ultra that he was actually touched by it. You only get to see the Ultra Combo with Cut Scene if Gouken touches his enemy while still on the ground.
