its really easy to make frequencies these days, transistor osillator circuits are the most basic, you can also go with a 555 chip, the internet will tell you how to build these so that you can have alot of control over the frequencies. they are really easy, once you build your first ocillator circuit they become alot more easy to work with, its probably not the same as the rife machine, but you will be able to go from 1hz to probably about 100,000 hz.
