In order to unock "fast staff ghosts," play in Time Trials. Each course has a secret pre-set time, and if you can finish the three laps within that time, a message will appear on the bottom that says, "A fast staff ghost has appeared!" That's how you can tell you've unlocked one.
I beat the ghost for Rainbow Road 3 times, and that message didn't appear. However, I WAS able to unlock the Tiny Titan, Funky Kong, Baby Luigi, the Spear, Toadette, the Magikruiser, and Birdo.
Beating the regular staff ghost doesn't necessarily unlock the fast staff ghost. Usually, you have to finish a full three to five seconds ahead of the regular staff ghost. Rainbow Road is a long course, and Rosalina is a fast character, so I'd suspect it's really demanding.

What's the deal with you throwing out two items at once? It happened 3 times at Peach Gardens. Aside from the Red Shells, that really wasn't a rough ride for you at all. It's nice to go through Peach Gardens with no problems. It's a relaxing course.

Are you using Alton Brown in the Jetsetter cause you are taking a break from the Wario Bike?

Whatever the control is that you use to do a wheelie, do that right before the POW Block disappears. If you're using a kart, pretend to do a wheelie.

I looked it up; you need to get 2' 59" 970 or faster to unlock the fast staff ghost.
The game will only tell you once if you've unlocked it. If the ghost time displayed before you start reads 2' 44" 734, then you've unlocked it.

Dry Dry Desert can be rough if you don't look far ahead into the distance. The whirlwind messes people up bad, especially during mini-turbos.

To release both ites, you move your thumb from left or right on the D-pad to down. It'll release both items.
