Zombies don't feel pain and cannot respond to certain fatal injuries like a living human would. Massive trauma to the brain is the only way to kill them. If only this game and Resident Evil made like so.

The army follows orders all the time. A farmer or civilian is independant, can make their own decisions and would be better equiped to survive a zombie outbreak. plus the army would be too absorbed trying to save people and follow command where an individual would focus on their own needs.
