I've lived in the USA my whole life and I can't honestly say that I have been to all that many bars to provide a wide testimonial of evidence, however, but I'd say that on the average this place is at least a little more on the upscale than the average American bar. Any place that serves or served Louis the 14th brandy/cognac (Whatever!) is upscale, even if it is on the low end of upscale, since 99% of all bars/restaurants, etc., just don't carry it!
Actually yes there are people who act this way, infact it's a rare psychological mental disorder that people usually grow out of and it's called "selective mutism". Rajesh suffers from this aswell in The Big Bang Theory. Those people can't talk to a specific group of people (Like in this case Cliff & Norm towards attractive women who have an interest in them), and sometimes when they try to force it, weird sounds can come out. A little inconsistency with Norm there, since he's married.
Yea the Norm thing is a bit inconsistent. He does it in the episode where Cliff sues that woman cos her dog bit him too.
On the other hand, there are several episodes where Norm meets attractive women and doesn't end up sounding like a blubbering seal - that one where there's that client of his interested in him, for one.

It's supposed to be about stupidity. In the outside world, Cliff is a failure, Norm is an outcast, Sam is a drunk, Diane is a judgmental idiot, and Carla is cruel and condescending, but it doesn't matter at Cheers, because they're all friends and they all care about each other. That's the whole point to the show.
