If you mean Chapter 3:46, it only means that Allah already set the circumstances in motion to have Mary become pregnant with Jesus. Also in the Holy Qu'ran 19:17 says "....Then We sent her Our spirit and it appeared to her as a well-made man". That's how God made it happen.
