I suppose that you know that the District meeting and deciding what the services ought to be in advance of the IEP meeting - particularly to stop the parent or an advocate from advocating - is known as "predetermination" and is supposed to be illegal under the IDEA, since parents are supposed to be involved in the decision making process.
