These systems can do more than just sound the incoming alarm... they can give an active 'map' on what's out there and where its going. Tie this into a quick command structure with the necessary interceptors... you can reduce, and ultimate eliminate 'surprise attacks' from missiles and aircraft. This is far more desirable that retaliatory or pre-emptive striking. Remote sensing is peaceful.
