This is Johnny Pearson & his Orchestra, and was the closedown music for BBC2 in the first few years of colour TV, say 1968-72. Announcer Mel Oxley would wish viewers good night, then this would play, with the same picture, which gradually faded to dark as the end of the record approached.

Since I wrote that, I've remembered that Johnny Pearson renamed himself Sounds Orchestral for this sort of music, and the track is available on an LP called The Soul of Sounds Orchestral. It probably didn't make it on to CD. You can probably find the LP on eBay if you'd like to own it.
