That's a good suggestion, but it needs more than that, the system really needs to change. They should also remove tax incentives for employers who give care, shift the power back to the individuals, instead of employers chosing plans for their workers.
Pre existing conditions need to be "denied" (cost more) though. If it's a higher risk to pay my medical expenses I should pay a higher premium. Just as somebody that crashes their car all the time should pay more for their insurance.

Well, if you truly can't afford it, chances are you'd have access to subsidies to make it very affordable, or even free.
And if that's not the case, there is a third option.
You can instead opt to pay a penalty, which is not allowed to be more than %2.5 of your income.
So frankly, arguing for true financial hardship is bullshit.
