no, they do fake it. Last time I was in japan every time we went into a shop and they called out the 'irashaimase' it was loud and whiney, but when they talked to you, their voices switched right back.

I wouldn't necessarily call it a "fake" voice though. There are different voices one might use in different situations and a typical female greeting voice in Japanese would probably be higher pitched than their normal speaking voice because it's culturally considered "cute" and therefore has become somewhat standard.
