Good Lord, calm down.
From the appearance of this cage from this video and others of the same cage and hamster, this looks like a second level.
And if it isn't, keep this in mind:
Hamsters (and other small animals similar to hamsters) like to move their shavings around. My rat likes to take his shavings and put them wherever he likes to; sometimes there are huge spots on the bottom floor of the cage that are just bare because he moved out all the shavings from that area.

There was an article I read a while back dealing with the power output of hamsters. According to that article, it will take roughly 8000 hamsters of this size to produce 1 HorsePower (746 watts). Most houses today have 100 amp 240 volt split phase electrical service which will be 24,000 watts. You will need at least 256,000 hamster power to run a house. My old 1990 Corolla DX would have 816,000 hamster power.
