It is disgusting to know that a person could sold as a slave and even worse as a sex slave. I think it has something to do with unregistered prostitutes. Not all women would register, as they would have to remain prostitute for the rest of their life. The penalties on unregistered prostitution were huge fines or exile. So it makes sense someone would be protecting them.
