its not youtubes choice. The creators of the songs dont want their music in videos because then people can listen to the songs w/o paying for them, so they dont make as much money. They tell youtube that unless they take down the music of videos that have their songs in them, they'll sure or something, so it's not youtubes fault. Blame the musicians who want more money.
