Any water-resistant paint will do. Oil or plastic based works well, because it repels water enough to float. When you set the paper down, the sticky half-dry paint will cling to the dry paper, and slide off the water.

@Davidgarayua Usually the people uses acrylic paints and the water with seaweed powder in a blender (attention: not a mixer). Leave in refrigerator for 12 hours. One litre half of water for 1 spoon of seaweed powder. Its possible to use oil paints, but the blender changes. I have some sites/videos where you can see directly the informations. See in the channel "cataraugus41" the video "Heidi Finley Paper Marbling.mp4", you can see the texture the water and paints.
@walkingonahill well your half right it is paint.. but its not to help the other paint spread better.. its sets a background.. you dont have to do it but it makes it look alot nicer

I love in the chanel "cataraugus41" the video "Heidi Finley Paper Marbling.mp4", she doesn't say the recips, but we can see exactly how she work. I saw some spanish vídeos with the flour, they call its "ENGRUDOS" but the results is not the same.

@Davidgarayua Paper 80 gr . To fix the colors, spray alluminium. Look for marbling or marbled paper in Youtube. See Turkish ebru too.
