We give words meanings, and dictionaries are only compilations of current definitions. Like, LOL being an abbreviation of laugh out loud, when it used to mean little old lady. Through our usage (or disuse), meanings can become common (like 'cool' meaning something other than temperature), and over times, these meanings can change.
Maybe nigger will mean family member, one day.

Wether or not it's nigga, or nigger, means nothing in itself. It's how the word is used, not just how it is pronounced, which determines the meaning. Context.
'Nigger' is also used as an exclamation.

If you really think a Black person saying 'he is my nigga' is not offensive, just because they are Black and 'it's nigga and not nigger,' you need to ask somebody. Perhaps the person being referred to as 'my nigga' may not mind, but that doesn't mean nobody can be offended (as some are sensitive to the word).
Redneck still has a negative connotation, but not for all people.

@sepirothfreak999 Only education can kill racism. Emotion usually wins against reason, so we would need to get in with reason first before the seed of hate is planted. Often it is disguised as love, I'm sure you have seen the whole 'love my people' thing.
It depends what we do with it. If a minority of the people are using it, it will stay their word (and the meaning won't change for everyone else). It will only have a different meaning colloquially. The majority needs to confront the taboo.

Thing is most of us are mutts over here and some of the minorities don't even know who their ancestors are anymore.
