The Crown Victoria PP that police are issued has a top speed of around 124mph thanks to the car's weight, drag producing light bar, and the fact that it uses a 250hp engine, compared to what you can get in alot of normal everyday cars. A car like a Cobalt SS would absolutely outrun a Police cruiser, at least until the driver made a mistake

Of course it isn't a stock truck by any means, and the chase was at night so I just turned my headlights out, and ran down a back road I know like the back of my hand. I ended up pulling into a friends drive way and parking behind his garage. Where I got out and watched the cop fly by thinking I was still running down the road LOL!!! Depends on the speed of the car vs the speed of the helicopter. I've seen one case of a porche out running a police helicopter on one of the motorways here in england. I believe that particular helicopter topped out at about 130mph. perfect for most chases, the guy in the porsche just got lucky and found some open road with no traffic. He still got caught by ground units however!
