Sure Mr.SSSDiaz7..You have a Full Bird Captain (Hackman) and a Lieutenant Commander (Washington), but..in a Nuclear Submarine the SOP requires a Second Officer in Command an Executive Officer and if the last one this not concur in certain sensitive issues under Naval Regulations...Yes, the Captain is in Command of the Operational status but, in under matters such the one depicted in this scene both have to concur..and that here the CO is from one era and the XO another one...Good Sailing...

He is the authority on the ship, and in fact outranks Denzel by two paygrades (the eagles on Hackman's collar indicate the rank of "Captain", while Denzel has two gold oak leaves, meaning Lieutenant Commander)
HOWEVER - as on all naval vessels, the Executive Officer has the authority to relieve the Commanding Officer if he fells he is committing an unlawful act or is not of sound mind to command the ship.
BTW - this never happens. Ever. Never onboard a US submarine has an XO relieved a CO on grounds of mental or emotional capacity.
CPT ramsey should have been court marshall for putting a gun to a man's head, not given an opportunity to retire. he was going to kill someone because he was a old war munger that wanted to start WW3. in my opinion thats attemped murder by threat. your position does not give you the right to murder anyone under any circumstances period. CPT ramsey should be serving 5 year in leavenworth
Being a former military man and I worked with missle control and things like this so I know what I am taking about. 1st. Hunter recieved a message fragment. FACT (and Cpt Ramsey said this) a launch order with out authentication is NO ORDER AT ALL!!
If a launch order is not authenticated, you do not do it. This rule was drilled into our heads time and time again.
2. Orders in hand..that means you have correct, verifyed orders and don't forget, this is the military..

They were both right and wrong however, the fact that the chain of command broke down due to conflicting ideologies is what the producer was trying to show that in such a circumstance, the world would be in greater risk. However, if I had to choose, I believe Denzel made the right decision. You cannot replace the ExO and the captain could not launch unless they both agreed. Plus the USA has other options to strike against the enemy. NOW COB!
Captain was wrong, for one, the odds of Akulas run by rebels finding all American SSBNs capable of nuclear launch are obscenely slim, it's almost a miracle that they found the Alabama. Hell I'm surprised the Alabama was within operating range of the Akula. Two, the Captain should have realized that his sub is not the only platform to launch nuclear missiles from. Redundancy extends even beyond subs, he forgets about our silos and bombers.
On the original EAM, it read " SUBJECT: NUCLEAR MISSILE LAUN....." before the message was cut off.
When they fixed the radio and the full message came through, it read "SUBJECT: TERMINATE LAUNCH ALL MISSILES".
A continuity error, which had the original message heading began with "terminate" before being cut off, would have made a hell of a difference to the film!
Still, I love this film; it's one of my all time favourites!!!
I completely agree that this is the most spectacular scene in the whole movie. But I don't get Captain Ramsey's logic in this. He knew that an EAM message was sent. Just because he can't read what it says doesn't mean it should be ignored. He was presented with new information....a message fragment that needs to be investigated. XO Hunter was 100% correct in this.

Like many in US military service, Hackman represents those "Leaders" who are blind and incompetent, and would rather enforce their own demented agenda, rather than adhere to the proper regulations and protocol demanded by military discipline.
Choosing the correct course of action takes precedence, over pounding one's chest and yelling, in which to attempt to display false bravado & 'leadership'.
TARFU dialog, and the main plot is all wrong. The only valid part, is the fire before the main events. That said, it is an interresting character study.
D. Washington was paid more per //minute//, than what an actual executive officer of a strategic missile carrying nuclear submarine is paid in a year. Same goes for Hackman and the Captain.
