This is not truth at all. The Pope's father was a policeman, his open oposition to Hitler drove him many problems so he had to leave his town and move to Auschau am Inn, besides the Alps. The Church signed concordats with most European countries, most of them are still valid as the German one; it wasn't the sign between a regime and the Church but between a country and the Church. Anyway the prohibition for atholics to belong to the Nazi party was also still current (NSDAP), he signed 2 enciclicas against Nazism, one in 1937 in Germany and one in 1942 against crimes commited in Poland. He supported the bishops and priests who opposed Nazism and censorshiped the supporters.

1. the concordat has nothing to do with the HOly See and Nazi Party. It is about the relationship of two soveriegn states.

2. What benefit can we get from formally excommunicating Hitler? more bloodshed? It is even possible that Hitler excommunicated himself. After the war, the church cannot excommunicate Hitler for he was already dead. Yet, the church was clear in condemning Nazi atrocities.
