Most people shouldn't try this shot. On a chip shot, you should always contact the ball first. You can get chip shots to spin with a soft ball and acceleration. Hitting the ball first actually prevents skulling it. skulling or blading it is caused by weight in the wrong place or flipping your wrists.
Spin is dictated by 1) angle of attack and 2) purity of the strike. The club doesn't know anything about what you are setting up, so hinge early and hold that angle for a descending blow and hold the club off, in other words, do NOT let the club pass the hands. He's close and kudos for trying though.
spin is created by friction between the ground and the grooves so higher clubheadspeed will enhance the friction which will give you more spin. On this short shots you should also use the bounce of the club not traping the ball so much like you would on a normal wedge.
