Most countries in Africa have a young independent history. Its only 50-60 yrs ago, since the europeans left most of those countries. Zimbabwe just won't... and it can't.

At the end of the day, the inability of these governments to effectively control the border encourages people to jump borders in hope of a better life, at the expense of the people in South Africa.
