Roughly, they've tried to make the kits sound more like the song you're palying, unlike in RB 1 & 2 where it's all the same kit, even during fills which sometiems sounded awful.

There's a modifier who remove the freestyle sections aka drumfills. You can still play with drumfills if you want to and you wont get more points if you play without them.

I have a question, will DLC that is currently available for RB1 and RB2 still be available in the music store on RB3? I know DLC will no longer be supported for the aforementioned games but could I still buy the songs available on RB1 and RB2 in RB3?
