Conspirator is the one's who work with the enemy in the Interest of the enemy.
In this case America is the enemy and they have allocated 400 million dollars to overthrow the regime.
They even announced that they will do it with a coordinated media campaign.
In 2006 Condoleeza Rice also asked congress, and recieved, roughly 50 million dollars to overthrow the regime.
