It's not from Sonic 3 Beta, it's from a Beta of Sonic 3 Complete. It was a re-release of Sonic 3 with Sonic & Knuckles locked on in one cartridge. It was never released and only a few ROMs were leaked.

Search for Sonic 3C on Sonic Retro, there's some details of each beta ROM that was leaked.

Incidentally, someone released a hack not too long ago, also called Sonic 3 Complete, that was pretty much Sonic 3 as a single/full game, but with a lot of the modifications that Sonic & Knuckles makes removed - music changes, etc, and includes this medley on the credits.

I really love how the Sonic 3 intro music sounds as it plays itself out like that. :3

Yes but one thing ... why in beta version? Why not in final ?

@Benjetasurmph Probably because Carnival Night, Ice Cap and Launch Base sound drastically different to other ones and don't quite in the medley properly, plus Marble Garden is missing.

I can see why it was left out.
