During the entire film most of the clips show police members who showed no moral or ethical fortitude. Many of the military showed little to no fortitude either - if you were ordered to shoot a baby would you do it just because it was an order? When you receive orders you must still assess whether or not those orders are wrong or right according to humanity. What a travesty that Canada's military acted in this way or that any employed police force acted in this way.
