Mladic will be handed over to the Int. Criminal Tribunal for the former Yugoslavia (ICTY), which was founded before the ICC was created in 2002. It was NATO (death-squads of US interests) that committed many warcrimes in former Yugoslavia, it was NATO who started the war. Of course US is not a member, but the ICC obeys US imperialism, in all its moves US-imperialism is present.

Reagan was absolutely not intended to destroy the Tito regime, why would he be? Tito was relying on US economic assistance in exchange for its loyalty to NATO. Until its internal demise due to internal dissensions, fastened by the end of the Soviet empire, Yugoslavia acted as a (communist) ally of the US.

Internal struggles that were the result of nationalistic sentiments ended it.
