Dude I have em both. My mac boots up im like 10 seconds flat. My pc? About 25 seconds. However, you get more options while booting up windows, such as starting in safe mode etc.
EFI should boot faster than a BIOS startup definitely which most non-Mac PCs run on, but I don't believe Macs running Windows would have a significantly increased startup when starting up via BIOS.
Then that is a software comparison (Mac OS X versus Vista) as opposed to a hardware comparison (Mac vs non-Mac PC). I have not used Vista much so I cannot speak for its boot time.
Mac OS X on a Mac should boot faster than Vista though as it boots from EFI as opposed to BIOS (as I said above). Windows Server 2008 with EFI (Vista does not support it) would be interesting in a comparison.
Comparing 2 different OS's on 2 different computers won't yield very accurate results in general though....
You can also run osx on a pc this commercial was outdated before it even came out, people have been able to run osx on their pc lond before mac was able to run windows, and btw manufactured pc's like dell are pices of shit but not custom pc's

Wow,what numb nuts,Mac Os can be dual booted on a computer that is normally Windows.
Microtosft stock does not cost as much as Apples's,yet Microsoft has the larger market share.
Why bother getting a Mac,what are you going to do on Mac Os that you can't do on Windows?
