I think the props are spinning at a multiple of the video capture rate. It will give the appearance that the props stop spinning, like when you use a strobe light to check the timing of an engine.

the shutter speed that the camera is going is at the same speed of the spinning prpellors, its quite commonm if yo look it up on utube
