I think seeing the shark is scarier. I remember in the original "Jaws" when they showed the shark under water in the estuary looking up at the guy in the canoe before he took him. Although in the movie because the mechanical shark wasn't working they depended on the actors to do their job. And not showing him and talking about him made him like a force of nature.
