Ive seen so many buildings that are 5 stories in TTC. Sometimes you can find them at districts that are quiet. Most likely because sometimes an invasion is happening. But we toons are usually on districts with so many toons. Example: Nutty Summit, Nutty River etc. And max is NOT 3 stories ChangGang. -_-
