Of course Pakistan cares about the International community. Pak is dependent on foreign Aid from several countries. If they were to ignore International opinion, they could potentially lose much needed International funding, and possibly even face sanctions.

Given Pak may have the equipment required to make a few strikes. They do not however, at this time have the ability to defend them.

The Baghliar dam dispute is overblown in Pakistan. India has not violated the Indus Water treaty.

In the verdict given by a neutral Swiss expert, appointed by the World Bank in 2005, India was allowed to complete the construction of the dam with minor changes such as; height of the dam, the 'pondage' level & the height of gated spillway.

The changes in design addressed some concerns raised by Pakistan; but the verdict did not abandon the project (as Pakistan would have liked).

There need not be any doubt that it is an indian territory and is an integral part of indian economy and indian government. Secondly any dam on indian territory is not an international issue and no country has the right to dictate terms even though it is being directly or indirectly being affected. Pakistan need to make alternate arrangement for their geographical disadvantages

Therefore it is a territorial dispute. Water unlike oil can not be substituted. It's necessary for growing crops, for the wild animals and humans. The dam that India built maybe within India's territory but the water flows across borders. Many nations out there share large or long bodies of water that flow across many borders.
