No, but it is a non sequitur. In other words, one may be utterly unconcerned with or sceptical about others and their being (a solipsist) whilst not valuing one's own self, but it does not follow from disregard for self that one is a solipsist (making the statement a non sequitur). However, if one has a disregard for all selves, then there is a possible line of thought that leads to a version of solipsism, but brand would need to develop that further his comment to be coherant.
