Iran had outdated weapons, was under sanctions and was still recovering from the revolution. Iran doesn't depend on its air force for air defense. It depends on SAMS and AAA. So the question of whose air force is better is irrelevant.
Iran is known to have the TOR-M1 which is capable against med-low altitude aircraft equipped with ECM and ESM. Iran may also have the S-300 system which is very advanced against all threats (missile and aircraft) at all ranges and would be a pain in the ass even for the best US pilot and aircraft.
SAM's are cheap; jets aren't.

Because of a French imbargo, the Israeli air force had to do the same with their Mirage III's which were rebuilt with Phantom engines, canards and other systems to create the Kfir.
In both cases, it's a clever way to give perfectly good aircraft a decent service lifespan.
