Mate same here, i'm 23 and heard this on TOTP when i was very young and the song somehow got locked away in the back of my mind ever since, finally got the same of the song/band when it was on the identity parade on Never Mind the Buzzcocks
It's just as shit as I remember, and somehow I'm quite pleased
Someone had asked John Peel who he thought would be big next (in the 'Cool Britainia' britpop indie type sense) and he said 'Bis' - next thing you know a single is heavily promoted and they are on top of the tops. I think is was the only time sales of a single actually decreased after a top of the pops performance.
I always thought it was "sure sure" not sugar. It doesn't sound remotely like sugar, theres only one syllable for crying out loud
